Background 


All vessels operating on the High Seas (HS) of the WCPFC Convention Area are required to report their positions to the WCPFC’s Vessel Monitoring System (Commission VMS).  


The WCPFC VMS allows vessels to report: i) directly to the WCPFC VMS, or ii) to the WCPFC through the FFA VMS. In respect of option i), WCPFC maintains a list of approved ALCs based on the requirements of VMS SSPs and the Commission VMS requires the use of MTUs/ALCs that are on the Commission’s approved list of MTU/ALC.3 This list is based on the Secretariat’s assessments of ALCs against minimum standards for the Commission VMS and the decision of the Commission.  


CCMs need to have their vessel listed and Active on the Record of Fishing Vessels before they can add their MTU. (Adding a Vessel).  A CCM can add an MTU to the relevant vessel record by doing the following: 


Step 1: Open the vessel record and scroll down until you see the tabs shown below: Vessel History, Charter History, Fishing History, MTU Details and MTU Audits. Click on MTU Details and you will see the button   and click on it.  


 

Step 2: Enter the MTU details and note that each vessel can have only one Active MTU at any time. However, the vessel may upload a second MTU and designate it as a spare unit as shown in the yellow circle in the image below. After you have entered all the required details, click ..


 


Step 3: Once you have saved the information, the WCPFC Secretariat will receive notification of the new CCM Activation request for that MTU. The WCPFC Vessel Management Officer (VMO) team will review and process the request. Upon successful activation, the Secretariat will notify the CCM by email.
