Commencing in 2025, draft CMR Potential Issues responses are to be submitted through the Monitoring and Evaluation system.
Purpose of dCMR Potential Issues List
This list is intended to be used by CCMs from late July (at least 55 days prior to TCC each year) - late August (no later than 28 days prior to TCC each year) (the exact deadlines each year are provided on the Reporting Dashboard) this is the period that the preliminary draft Compliance Monitoring Report that is sent to each CCM for their review.
The list is specific for each CCM and will contain a row for each of the CMM paragraphs (obligations) that has one or more ‘Potential issues’ identified can view these potential issues and provide additional information including capacity development plan using the online interface.
On the Reporting Dashboard, there will be one item that is relevant to the draft CMR Potential Issues responses. If this item is NOT visible on the Reporting Dashboard, this indicates that there may be no potential draft CMR issues that could be expecting additional information or clarifications.
How to find the draft CMR Potential Issues list
Use the CMR tab to go to the Compliance Monitoring Report (CMR). For further guidance see Where to find the CMR short guide
This will take you to the Compliance Monitoring Report Matrix. For an overview of the CMR Matrix screen see Features of CMR list short guide. Click on "Go to CMR Potential Issues" button to navigate to the draft CMR Potential Issues list.
The CMR Potential Issues webpage screen is shown below. The list of draft CMR potential issues is provided as a list.
Click on "View Assessment" for each issue in the list to provide Additional Information, Clarification and/or a Capacity Development Plan in accordance with the CMM on CMS for a particular obligation.

It provides further clarification how a CCM's “Applicability” for an obligation is assessed and how the Audit Point influences the expected responses to obligations assessed through the Compliance Monitoring Report (CMR).
