When a boarding and inspection has been completed, a final report must be compiled and submitted within three full working days, in accordance with CMM 2006-08, paragraph 30. Where it is not possible for the authorities of the inspection vessel to provide such report to the authorities of the fishing vessel within this timeframe, the authorities of the inspection vessel shall inform the authorities of the fishing vessel and shall specify the time period within which the report will be provided.
The final report typically includes the boarding and inspection report and any supporting documentation to support an investigation by the flag CCM if an alleged violation was identified. Supporting documentation may include affidavits, photographs, observer notes, or statements. Please note the list of accepted file types when preparing to upload documentation.
To upload the final report for an event, locate the corresponding existing HSBI record by clicking on the Inspection Date. This will open the full event details, where you can proceed to upload the report and complete any outstanding required fields before saving the record.
Once you are in the event record, click Edit to update the details. Change the Inspection Status to “Completed – Final Report”, then complete all required fields in the form. Ensure that the final inspection report and any supporting documents are uploaded before clicking Save to submit the updated record.
Please note, where there are alleged violations, you will need to provide the specific CCM and the paragraph that defines the obligations that has allegedly been breached.
Infringements
Any alleged violations identified during a boarding or interrogation will automatically trigger the creation of a draft case file in the Compliance Case File System (CCFS). As usual, one file will be created for each obligation that has allegedly been breached that is identified in the final report, and these will appear as “Related cases” in CCFS.
For each obligation noted with an alleged violation, the Inspecting CCM can use the Serious Violation tick box if relevant to the circumstances.
As you enter the information from the completed inspection report, review the Inspection Details section carefully. This section automatically pulls vessel data from the WCPFC Record of Fishing Vessels (RFV) and compares it with the information recorded in the inspector’s report. This will trigger a Secretariat workflow to improve the quality of the RFV data.
Attach the final inspection report using the upload field as shown in the image below. Once all required information has been entered and verified, click the Save button to complete the submission.
