Under the WCPFC’s Conservation and Management Measure 2006-08, CCMs are required to promptly report the outcome of high seas boarding and inspection activities. The HSBI e-reporting system provides dedicated statuses to record situations where inspections are either cancelled or actively refused. https://inspections.wcpfc.int/inspections/hsbi 

Cancelled HSBI 

A boarding and inspection event may be cancelled for legitimate operational reasons, such as adverse weather, mechanical failure, or health and safety concerns.  

To update an event to “Cancelled,” first locate the previously submitted “Intent to Board” record. Click on the Inspection Date to open the event details  Picture 5, Picture 

 

From the drop-down menu, change the Inspection Status to Cancelled. Enter the reason for cancellation and complete any other required fields. Click Save to confirm the update.

This process ensures that the boarding intent is closed appropriately and helps maintain accurate event tracking in the system. 

Boarding Refused 

A “Boarding Refused” event occurs when the master of a fishing vessel denies access to an authorized inspection party. This constitutes a violation under CMM 2006-08, paragraph 26. 

To report a refusal, locate the “Intent to Board” record that was previously created for the event. 

Click on the Inspection Date to open the record (Image 1). Then select Edit, change the Inspection Status to “Boarding Refused, and complete the remaining required fields (Image 2). Be sure to indicate CMM 2006-08, paragraph 26 as the applicable violation and tick as a Serious Violation 

Once all information and any supporting documentation is entered, click Save.
