Overview

The Annual Report Part 2 (ARPt2) response list is a single list containing both specific reporting requirements related to obligations that applied in the Reporting Year (202x) as well as the “hold on file” of all CCMs responses to implementation-type obligations that applied in prior years.  



Each row represents a question, which is linked to an Obligation.  The full text of the obligation (CMM paragraph or other decision) may be viewed by clicking on the aqua text that is shown in list view below the Obligation heading. 

 

Response Status


Description

These questions are the specific reporting requirements related to the Reporting Year (202x).

  • Substantive statements of implementation are expected from CCMs for new implementation-type obligations that applied for the first time in 202x. 
  • In response to questions on Quantitative Limits, CCMs are expected to provide a actual value as part of their reporting on compliance with the limit.  CCMs are also expected to provide verifiable data confirming a quantitative limit was not exceeded. 
  • Substantive reports are also expected for questions related to implementation of CMM 2013-07 and certain required reports on MCS and fishing activities related to the Reporting Year.

This indicates a CCMs response from the previous year's ARPt2 has been used to pre-populate responses to the question.

Each year, CCMs are expected to check and as needed, update their national statements of implementation and confirm the information is current for this reporting year.  Use the + symbol on the left of the row in the table to open the previous year's response for review.
This indicates a previous year's pre-populate response of "N/A" (Not Applicable) has been given to this question. This has again been applied for:
  • SIDS CCMs in respect of certain obligations that the Secretariat understands do not apply to small island developing States, and
  • for those CCMs who in the Reporting Year did not have any vessels listed on the RFV and in respect of obligations only applying to flag CCMs.

Each year, CCMs are expected to check and as needed, update or supplement these N/A responses to confirm that the information remains current for this reporting year. Use the + symbol on the left of the row in the table to open the obligation response for review and as needed, update applicability with a rationale for the change.
CCMs may save a response to a particular ARPt2 question as a draft for further review or internal clearance.  


Where a response has been saved as Draft, CCMs should use the and Update Response to edit and to re-save their response as another Draft or Completed.
Indicates that a CCMs response to a particular ARPt2 question has been reviewed as required, and then saved and may be taken as complete.


CCMs may still use the and Update Response to edit and to save their response to a question.

Guide to respond to an Annual Report Part 2 question

There are two ways to complete a response to a question, which depends on the Response Status of the question


1. To complete a response to a question with a Response Status of Pending, click on the  Respond Now on the right side of the obligation.



2. To review and update a response to a question with a Response Status is Draft Completed  Response Held on File or Response Completed by Secretariat click on the + sign on the left side of the obligation, to show the response. Then click on Update Response .


This will take you to a screen that will enable you to complete or edit a response to that particular question.  



The full text of the obligation (CMM paragraph or other Commission decision) may be viewed by clicking on the aqua text that is shown at the top of an individual question view under the Obligation/Requirement heading.  


The agreed Audit Point Definition is shown below and there may also be some supplementary supporting guidance from the Secretariat to assist CCMs with completing their response eg if there are possible linkages to WCPFC online content such as website material (eg https://www.wcpfc.int/hsbi-summary-statistics).


The Secretariat has indicated those obligations that will be assessed in the CMS review process in the current year with (Included in CMR) or Included in CMR.


All the “Implemented?” questions (choice of “YES” “NO” N/A”) are mandatory (*) and must completed by ALL CCMs.


Statements in response to the Audit Point definition is to be used for supplementary notes, reports or additional information. URL links for supporting information may be included CCM Supporting Information URL.

CCMs may select to save the response to an individual question as Draft or Complete.
