Overview

This part of Annual Report Part 2 (AR Pt 2) contains specific reporting requirements related to the Reporting Year (202x).  Substantive statements of implementation are expected from CCMs for new implementation-type obligations that applied for the first time in 202x.  In response to questions on Quantitative Limits, where applicable in addition to reporting on compliance with the limit, CCMs are expected to provide verifiable data confirming a quantitative limit was not exceeded.  Substantive reports are also expected for questions related to implementation of CMM 2013-07 and certain required reports on MCS and fishing activities related to the Reporting Year.  Other questions are included within a reporting checklist section and CCMs are requested where applicable to confirm that a required report or data submission has been made (eg in Annual Report Part 1) or certain WCPFC online published content has been checked.  


The below figure provides an overview of the structure of Annual Report Part 2 (2021 Specific) list.

Navigating to Annual Report Part 2 (202x Specific) list

From the WCPFC Intranet Home Page, click on Annual Report Part 2 (202x Specific) (yellow highlight in screen shot below).  This will take you to the "ARP2 202x" page.



 


There are a number of questions under each category heading with the number of the questions in brackets beside each category heading.  Click on the arrow sign (see circle in green below) next to each category, to expand the list of questions to be answered in each category. For example in Annual Report Part 2 (2019 Specific) there were four (4) “implementation – new obligations introduced in 2019” type questions that were new obligations.  These are typically new CMMs or result from changes to CMMs that were approved at a Commission meeting.

Similar to past years, the questions are sequentially numbered starting with the oldest CMMs to most recent CMMs.  A prefix of “Q” is used for the Annual Report Part 2 (202x Specific) questions.  The SeqNo field, also includes a notation of (R) for reports, and (L) for quantitative limits eg Q-020(R) is a “report”, Q-001(L) is a “limit”, whereas Q-047 is an “implementation” question.  


Within this list, the previous year’s approach to pre-populate “N/A” (Not Applicable) answers in Annual Report Part 2 has again been applied for SIDS CCMs in respect of certain obligations that the Secretariat understands do not apply to small island developing States, and for those CCMs who in the Reporting Year did not have any vessels listed on the RFV and in respect of obligations only applying to flag CCMs.

Guide to answer an Annual Report Part 2 question

To answer each question, click on the Edit icon next to the question number (see yellow box in the two screen shots above).  This will take you to a screen that will enable you to answer that particular question.  The full text of the obligation (CMM paragraph or Convention Article) may be viewed by clicking on the blue text that is shown in the individual question view next to the REQUIREMENT heading.  



At the bottom of each question, “Notes and Suggested Guidelines” are provided to show the agreed Audit Points for that specific obligation and may include supporting guidance from the Secretariat to assist CCMs with completing their report (see dark blue circle above).  

In addition to the notes and suggested guidance associated with AR P2, the enhanced WCPFC website Conservation and Management Measures site (https://cmm.wcpfc.int) also includes information on the 

  • CMS Risk-Based Assessment Framework, (RBAF)
  • CMS Audit Points
  • Compliance History, and 
  • other relevant information in support of the dCMR, including relevant CCM limits and baselines.


The Secretariat has indicated those obligations that will be assessed in the CMS review process with a note [CMR RY202x] in the “Notes and Suggested Guideline” field.  Notation has also been included if there are possible linkages to WCPFC online content, including online Compliance Case File System case types (eg FAI = FAD Sets Alleged Infringements), links to informaiton on how to submit required information such as MTU Audit Inspections and website material (eg https://www.wcpfc.int/hsbi-summary-statistics).


All the “Implemented?” questions (choice of “YES” “NO” N/A”) in this list should be completed by ALL CCMs.
