This part of Annual Report Part 2 (AR Pt2) has the “hold on file” of all CCMs responses to implementation-type obligations that applied in prior years.  The list contains only implementation-type obligations that CCMs have reported on previously and that continue to be applicable in the reporting year covered by the AR Pt2.  


This list has been pre-populated with each CCMs response in AR Pt2 that your CCM submitted in the previous year.  Each year CCMs are expected to check, and as needed update, their national statements of implementation and confirm that the information therein is current for this reporting year.  Note any CCMs who are completing Annual Report Part 2 for the first time will also need to respond to all questions in Annual Report Part 2 (Implementation Obligations).  This part of the report was formerly the Annual Report Part 2 (Prior Year Obligations).   


The below figure provides an overview of the structure of Annual Report Part 2 (Implementation Obligations).

Note: green headings (above) are theme groupings that were introduced in 2021 for presenting the CMR outcomes and aggregate summary tables.  Whereas within Annual Report Part 2 (Implementation Obligations) the questions are only grouped by CMM.

From the WCPFC Intranet Home Page, click on “Annual Report Part 2 (Implementation Obligations)” link (yellow highlight in screen shot below).  This will take you to “ARP2 Previously Responded” page.



 


There are a number of questions under each category heading.  Click on the arrow sign (see circle in green below) next to each category, this will expand the questions to be answered, below each CMM/ Measure heading. For example highlighted in yellow in the screen shot below there are two (2) implementation questions for CMM 2004-03 CMM Specification for the Marking and Identification of Fishing Vessels.

Similar to past years, the questions are sequentially numbered starting with the oldest CMMs to most recent CMMs.  A prefix of “Pr” is used for the Annual Report Part 2 (Prior Year Obligations) questions.

Guide to answer an Annual Report Part 2 question

To answer each question, click on the Edit icon next to the question number (see yellow box above).  This will take you to a screen that will enable you to answer that particular question.  The full text of the obligation (CMM paragraph or Convention Article) may be viewed by clicking on the blue text that is shown in the individual question view next to the REQUIREMENT heading.  



At the bottom of each question, “Notes and Suggested Guidelines” are provided to show the agreed Audit Points for that specific obligation and may include some supporting guidance from the Secretariat to assist CCMs with completing their report (see blue circle above).  The format for the Audit Points related to implementation obligations tends to follow this format...


CCM submitted a statement in AR Pt2 that:

a.    confirms CCM’s implementation through adoption of a national binding measure that {INSERT specific requirements of the stated obligation}

b.    describes how CCM is monitoring its flagged vessels to ensure they {INSERT specific requirements of the stated obligation}, and how potential infringements or instances of non-compliance with this requirement are handled.


In addition to the notes and suggested guidance associated with AR P2, the enhanced WCPFC website Conservation and Management Measures site (https://cmm.wcpfc.int) also includes information on the 

  • CMS Risk-Based Assessment Framework, (RBAF)
  • CMS Audit Points
  • Compliance History, and 
  • other relevant information in support of the dCMR, including relevant CCM limits and baselines.


The Secretariat has also indicated those obligations that will be assessed in the CMS review process with a note [CMR RY202x] in the “Notes and Suggested Guideline” field.  Notation has also been included if there are possible linkages to WCPFC online content, including online Compliance Case File System case type (eg FAI = FAD Sets Alleged Infringements), links to information on how to submit required information such as MTU Audit Inspections and website material (eg https://www.wcpfc.int/hsbi-summary-statistics).

All the “Implemented?” questions (choice of “YES” “NO” N/A”) in this list should be completed by ALL CCMs.
